Peter Blackmore has served as UTStarcom's Chief Executive Officer, President and a Director since July 2008 and prior to that he served as the President and Chief Operating Officer from July 2007 to July 2008. From 2005 until 2007, Mr. Blackmore served as Executive Vice President in charge of world-wide sales, marketing and technology at Unisys Corporation. Prior to joining Unisys in 2005, he served as Executive Vice President of the Customer Solutions Group at Hewlett-Packard Company from 2004 and as Executive Vice President of the Enterprise Systems Group from 2002 through 2004. From 1991 until its acquisition by Hewlett-Packard in 2002, Mr. Blackmore served in a number of senior management positions with Compaq Computer Corporation, most recently as its Executive Vice President of worldwide sales and services from 2000 through 2002. Mr. Blackmore also serves on the board of MEMC Electronic Materials, Inc. Mr. Blackmore holds an M.A. in Economics from Trinity College, Cambridge, U.K. and completed the Advanced Management Program at INSEAD.

Hong Liang Lu

| Hong Liang Lu was appointed Chairman of the Board in July 2008. Mr. Lu has served as a director since June 1991 and served as Chairman of the Board from March 2003 to December 2006. From June 1991 until July 2008, Mr. Lu served as our Chief Executive Officer and from June 1991 until January 2007 he also served as our President. In June 1991, Mr. Lu co-founded UTStarcom, Inc. under its prior name, Unitech Telecom, Inc., which subsequently acquired StarCom Network Systems, Inc. in September 1995. From 1986 through December 1990, Mr. Lu served as President and Chief Executive Officer of Kyocera Unison, a majority-owned subsidiary of Kyocera International, Inc. Mr. Lu served as President and Chief Executive Officer of Unison World, Inc., a software development company from 1983 until its merger with Kyocera in 1986. From 1979 to 1983, Mr. Lu served as Vice President and Chief Operating Officer of Unison World, Inc. Mr. Lu holds a B.S. in Civil Engineering from the University of California at Berkeley. |

Robert Wu

Mr. Wu joined UTStarcom in 1994 and served as Vice President of China Sales and Marketing until 2001. At that time, he founded Aaahaa! Media, an award-winning interactive media service, and served as President and Chief Operating Officer. Mr. Wu returned to UTStarcom in 2007 as Senior Vice President of China Sales, Marketing and Service, and in 2008 assumed his current role of CEO and Senior Vice President, China. In February 2009, he also assumed acting leadership for the China Terminal Business Unit (TBU). Mr. Wu is responsible for overall China leadership and management. Previously, Mr. Wu was the editor of the Chinese newspaper China Express. Mr. Wu holds a B.A. in Journalism from Jinan University in Guangzhou, Guangdong, China. |

| Dr. Song spent 6 years as President
and CEO of Pantech & Curitel Communications, one of the
world’s leaders in handset design and manufacturing. Prior,
Dr. Song was Corporate Senior VP at Samsung Electronics. Other
positions have included Director of Technology at DSC Communications,
Senior Researcher at Korea’s Agency for Defense Development,
and Assistant Manager at Hyundai Heavy Industries. In 2003,
Dr. Song was elected ‘Best CEO of the Year’ by Korean
Business Weekly. He received his B.S. in E.E. from Seoul National
University, M.S. in E.E. from Korean Advanced Institute of Science,
and his PhD in E.E. from Stanford University, California. |

Luis Dominguez |

Mr. Dominguez joined UTStarcom in November 2008 as Senior Vice President of International Sales, Marketing and Services. In this role, Mr. Dominguez oversees all aspects of global sales, marketing and services outside of China. Mr. Dominguez’s thirty-year career spans multiple global leadership, business development and sales roles at Unisys Corporation. Most recently, he served as Vice President and General Manager, Worldwide Regional Sales Operations, and President of the Americas for Unisys. He was also a member of the corporate Executive Committee and the corporate Change Management Office. Previously, Mr. Dominguez held numerous sales and business development positions in the public sector, commercial, communications and financial services domains. He also held general manager positions for key regions including South Asia, the Americas, Puerto Rico and the Caribbean. Mr. Dominguez holds a B.S. in Business Management and a B.A. in Economics from Kean Business College. |

Mr. Mah joined UTStarcom in November 2008 as Senior Vice President, China Sales, Marketing and Services and is based in Hangzhou, China. In this role, Mr. Mah oversees all sales activities for network infrastructure, system support, terminals and handsets. Prior to joining UTStarcom, Mr. Mah was the Vice President of Sales at Nokia Networks and Nokia-Siemens Networks, managing overall sales operations for China Unicom and China Mobile North Region. Additionally, Mr. Mah has held various leadership positions at Macromedia (acquired by Adobe in 2005), Openwave Greater China, Cisco, Nortel Networks, and Bell Northern Research (U.S.). Mr. Mah holds a B.S. in Electrical Engineering from North Carolina State University. |

Mr. Green joined UTStarcom as Vice
President of Human Resources in January 2006. He is responsible
for overseeing the development and implementation of UTStarcom's
worldwide Human Resources strategy, as well as real estate
and facilities management. He brings to the position broad
HR experience in high-tech gained in North America, Asia and
Europe. Most recently, Mr. Green led HR for VeriSign's Internet
Security Services Business. Prior to that, he spent 14 years
in the telecommunications and data networking industry at
Nortel, where he held a variety of HR leadership positions
in the UK, Hong Kong and Silicon Valley. Mr. Green received his
BEE from Leeds University, and M.S.
in Human Resource Management from the London School of Economics. |

Mr. Bose joined UTStarcom in April
2006 as Chief Information Officer. Prior to this, Mr.
Bose was Vice President and Chief Information Officer
with 3Com with global responsibility for the company's IT
organization. During his tenure, Information Week selected
3Com as having the top High Technology IT organization for
2005. Previously, Mr.
Bose was Director of Strategy, Architecture,
and Advanced Development at Nortel Networks and Director of
Information Systems at Claris. He also held management and
technical positions at Quantum, Pacific Telesis Group, Systems
Consultants Pte, Ltd. of Singapore, and Engineers India Limited.
He received a B.S. from Delhi University in India and holds
an M.S. in Software Engineering from National University, San
Diego. |

Mr. Patel has served as UTStarcom's Interim Chief Financial Officer since September 1, 2008 and as Vice President, Corporate Controller and Chief Accounting Officer since November 2005. Prior to joining UTStarcom, Mr. Patel was Vice President of Finance for Celera Group from July 2005 to October 2005. Mr. Patel also served as Vice President of Finance for Nektar Therapeutics from March 2004 until June 2005. From November 2003 to March 2004, Mr. Patel served as an Interim Corporate Controller for Extreme Networks. From 1999 to 2002, Mr. Patel was the Chief Financial Officer of Avanti Corporation. Prior to joining Avanti Corporation Mr. Patel worked for Pall Corporation from 1989 through 1999 where he served as the Chief Accounting Officer. Mr. Patel began his career at PricewaterhouseCoopers in 1982. Mr. Patel holds a B.B.A. from Pace University, New York. He is a Certified Public Accountant from the State of New York and is a member of the New York State Society of CPAs and a member of the American Institute of Certified Public Accountants. |

Susan Marsch

Ms. Marsch joined UTStarcom in April 2007 and serves as the company's Senior Vice President, General Counsel and Chief Ethics Officer, is responsible for worldwide legal affairs as well as advising the company’s management and board of directors on strategic and corporate governance matters. Susan also serves as UTStarcom’s first Chief Ethics Officer to provide focused leadership in the area of corporate ethics and integrity.
Prior to joining UTStarcom, Ms. Marsch served as General Counsel, Corporate Secretary and Vice President at several California-based technology companies including Firefly Mobile, Redback Networks, AltaVista Company and Beatnik, Inc. During her tenure at AltaVista, Ms. Marsch played an integral role in the acquisition of the company by Overture Services, Inc. in April 2003. Before moving to Northern California, Ms. Marsch was Vice President and Associate General Counsel at Trust Company of the West, a privately held investment management firm based in Los Angeles. Before joining Trust Company of the West, Ms. Marsch was a Corporate Attorney at Latham & Watkins in Los Angeles, where her practice focused on securities offerings and merger and acquisition transactions. A certified public accountant, Ms. Marsch is a graduate of both the University of Michigan Law and Business Schools and is a member of the State Bar of California. |

Yanya Sheng

Ms. Sheng joined UTStarcom in April 2003 and has held a series of Director and Vice President positions in global engineering, network management and R&D. Currently, she is the Senior Vice President and General Manager of UTStarcom’s Broadband Business Unit (BBU), which includes UTStarcom’s MSAN, GEPON, MSTP and PTN businesses. In this role, Ms. Sheng is responsible for overall business unit leadership and management, including technology R&D and product portfolio management. Previously, Ms. Sheng held technical and senior management roles in engineering design and management at Nortel Networks, Hitachi Telecom and several telecommunications startups in the United States and Canada, including Silicon Valley-based Xros, Inc., an optical switching company acquired by Nortel Networks. Ms. Sheng holds a B.Eng. in Electronics Engineering from Southeast University, China; a M.Sc. in Electronics Engineering from Institute of Plasma Physics, Academia Sinica, China and a M.Sc. in Electrical and Computer Engineering from University of Calgary, Canada. |

Dr. Baijun Zhao

Dr. Zhao joined UTStarcom in early 2001. In January 2006, he was named General Manager and Vice President of the Multimedia Communication Business Unit (MCBU), which includes UTStarcom’s Internet Protocol Television (IPTV), Next Generation Network (NGN) and Personal Access System (PAS) infrastructure businesses. In this role, Dr. Zhao is responsible for overall business unit leadership and management, including technology R&D and product portfolio management. Previously, Dr. Zhao held technical and senior management positions in system engineering and product management at Nortel, Lucent and Motorola, with a consistent focus on system engineering, product management, and R&D engineering management. Dr. Zhao holds a B.S., M.E. in Computer Science and Ph.D. from Purdue University, holds several U.S. and China patents, and has contributed to numerous telecommunications industry standards bodies. |

Mr. Lim has 27 years of diversified
operational, product engineering and quality management experience
with Hewlett Packard, NovAtel and JDS and other start ups
in semiconductor assembly and testing, wireless (handset,
base station, wireless data and GPS) and optical industry
in Hong Kong, Singapore, Canada, USA and Taiwan. Mr. Lim graduated
with a degree in Electronic Engineering from The City University
of London, UK in 1978. |
