Prior to joining UTStarcom in July 2007, Mr. Blackmore
was president of Worldwide Sales, Marketing and Technology
for the Unisys Corporation, as well as executive vice
president of the Unisys Board of Directors since 2005. Prior
to joining Unisys in 2004, Peter held roles as both executive
vice president of the Hewlett-Packard Customer Solutions
Group, and executive vice president of the Enterprise
Systems Group. From 1991 until its acquisition
by Hewlett-Packard in 2002, he was with Compaq Computer
Corporation, serving in a number of senior management
positions including senior vice president of worldwide
sales, services and marketing. Prior to joining Compaq,
Peter was marketing director for Rank Xerox UK, and held
senior positions in the UK and internationally for Burroughs
Corporation (now Unisys).
Peter attended Trinity College, Cambridge, and holds a master's degree in economics.
In addition to his role as CEO of UTStarcom, Peter serves on the board of directors. Peter is also on the board of MEMC Electronic Materials, Inc.

Hong Liang Lu

| Mr. Lu has
been UTStarcom's President, CEO and a director since June 1991.
Prior to founding Unitech Telecom, Inc. (which would later merge
with Starcom Networks, Inc. to form UTStarcom), Mr. Lu was President
and CEO of Kyocera Unison, a majority-owned subsidiary of Kyocera
International, Inc. From 1983 until its merger with Kyocera
in 1986, he was President and CEO of Unison World, Inc., a software
development company. Prior to 1983, he was Chief Operating Officer
of Unison World, Inc. Mr. Lu holds a B.S. in Civil Engineering
from the University of California, Berkeley. He is fluent in
Mandarin, Cantonese, Japanese, and English. |

Fran Barton |

| Prior to joining UTStarcom in
September 2005, Mr. Barton was the chief financial officer at
Atmel Corporation, where he was responsible for finance and
administration at the semiconductor company. Barton was the
senior vice president and chief financial officer at Advanced
Micro Devices, Inc. from 1998 to 2001 and from 1996 to 1998,
he was vice president and chief financial officer at Amdahl
Corporation. From 1974 to 1996, Barton worked at Digital
Equipment Corporation in Maynard , Mass. , beginning as
a financial analyst and moving his way up through various financial
roles to vice president and chief financial officer of the company's
personal computer division. A U.S. Army Special Forces veteran,
Barton is a graduate of Worcester Polytechnic Institute, where
he earned a Bachelor of Science in Chemical Engineering, and
holds a MBA with a focus in Finance from Northeastern University. |

| Dr. Song spent 6 years as President
& CEO of Pantech & Curitel Communications, one of the
world’s leaders in handset design and manufacturing. Prior,
Dr. Song was Corporate Senior VP at Samsung Electronics. Other
positions have included Director of Technology at DSC Communications,
Senior Researcher at Korea’s Agency for Defense Development,
and Assistant Manager at Hyundai Heavy Industries. In 2003,
Dr. Song was elected ‘Best CEO of the Year’ by Korean
Business Weekly. He received his BS in EE from Seoul National
University, MS in EE from Korean Advanced Institute of Science,
and his PhD in EE from Stanford University, California. |

On completion his MBA from
London Business School David King spent seven years consulting
in the telecoms industry in Europe & US. He joined the
management team of Ericsson's wireline business in 1999 where
he led sales and marketing in Europe followed by Global
Product Management before becoming the General Manager for
the wireline operations in 2002. In 2004 he left Ericsson
to become CEO of Visual Wireless a venture backed company
selling telecom software solutions for fraud management. Following
the successful sale of Visual Wireless David joined UTStarcom
as Senior Vice President Sales & Marketing in April 2006. |

Mark Green |

Senior Vice President, Worldwide Human Resources and Real Estate |

Mark joined UTStarcom as Vice
President of Human Resources in January 2006. He is responsible
for overseeing the development and implementation of UTStarcom's
worldwide Human Resources strategy, as well as real estate
and facilities management. He brings to the position broad
HR experience in hi-tech gained in North America, Asia and
Europe. Most recently, Mark led HR for VeriSign's Internet
Security Services Business. Prior to that, he spent 14 years
in the telecommunications and data networking industry at
Nortel, where he held a variety of HR leadership positions
in the UK, Hong Kong and Silicon Valley. Mark received his
BEng, Electronic Engineering from Leeds University, and MSc
in Human Resource Management from the London School of Economics. |

Ari joined UTStarcom in April
2006 as Chief Information Officer. Prior to this, Mr
Bose was was vice president and chief information officer
with 3com with global responsibility for the company's IT
organization. During his tenure, Information Week selected
3Com as having the top High Technology IT organization for
2005. Previously, Ari was director of strategy, architecture,
and advanced development at Nortel Networks and Director of
Information Systems at Claris. He also held management and
technical positions at Quantum; Pacific Telesis Group; Systems
Consultants Pte, Ltd., of Singapore; and Engineers India Limited.
He received a B.S. from Delhi University in India and holds
an MS in software engineering from National University, San
Diego. |

Susan Marsch

Susan Marsch joined UTStarcom in April 2007 as the company’s general counsel and corporate secretary and is responsible for worldwide legal affairs as well as advising the company’s management and board of directors on strategic and corporate governance matters. Susan also serves as UTStarcom’s first chief ethics officer to provide focused leadership in the area of corporate ethics and integrity.
Prior to joining UTStarcom, Susan served as general counsel, corporate secretary and vice president at several California-based technology companies including Firefly Mobile, Redback Networks, AltaVista Company and Beatnik, Inc. During her tenure at AltaVista, Susan played an integral role in the acquisition of the company by Overture Services, Inc. in April 2003. Before moving to Northern California, Susan was vice president and associate general counsel at Trust Company of the West, a privately held investment management firm based in Los Angeles. Before joining Trust Company of the West, Susan was a corporate attorney at Latham & Watkins in Los Angeles, where her practice focused on securities offerings and merger and acquisition transactions. A certified public accountant, Susan is a graduate of both the University of Michigan Law and Business Schools and is a member of the State Bar of California. |

Mr. Lim has 27 years of diversified
operational, product engineering and quality management experience
with Hewlett Packard, NovAtel and JDS and other start ups
in semiconductor assembly and testing, wireless (handset,
base station, wireless data and GPS) and optical industry
in Hong Kong, Singapore, Canada, USA and Taiwan. KP graduated
with a degree in Electronic Engineering from The City University
of London, UK in 1978. |

Brian Caskey

As the vice president
of worldwide marketing, Brian Caskey oversees all aspects
of marketing at UTStarcom, Inc. Caskey has more than
25 years of experience in the telecommunications and
IP networking industry and extensive experience in the
successfully design of large, IP-based voice and data
networks for Fortune 500 companies and telecommunications
service providers. Caskey began his career with UTStarcom
as vice president of strategic technical marketing in
2003, responsible for lecture and consultation on the
design and implementation of large-scale Voice over
IP (VoIP) and next-generation networks.
A frequent featured lecturer at telecommunications and
networking conferences around the world, Caskey's professional
career includes an extensive array of telecommunications
expertise with more than 12 years in the satellite communications
industry at GTE SpaceNet and AscomTimeplex designing
Voice, TDM and SS7 networks for some of the largest service
providers and enterprises in the world and over 10 years
at 3Com/CommWorks in various executive, technical marketing
and strategic technical advisory rolls.

Steve Shaffer

| Steve Shaffer joined UTStarcom as part of
the acquisition of CommWorks, a 3Com company, where he
was the Vice President of the Worldwide CommWorks Professional
Service organization. Steve has over thirty years of sales
and service executive management experience with both
telecom and enterprise focused organization. Prior to
UTStarcom he held executive level positions with Bay Network,
NCR, SynOptics Communications and Comten. Steve is a graduate
of Control Data Institute and has attended numerous executive
level certification courses in technology, management
and sales. |
